Why can’t I increase a unit’s level?

It is most likely that the unit's level (ULv) is capped by your Player Level (PLv). For your unit to level up, you must first raise your Player Level. Also, take note that when using EXP items to boost your unit, any EXP exceeding its level cap will be lost.
